RRB NTPC and Group D: Disqualification for Photo, Signature or Biometric Mismatch

In short. An RRB disqualification for photo mismatch, a signature that does not match, or a failed thumb or face scan is not always the end of your railway job. Many flags have ordinary causes: an old photo, weight loss, worn fingerprints, a signature written differently at DV. This guide is for NTPC and Group D candidates who have received a rejection, a show-cause notice or a debarment order. Reply within the time given, ask for the material the RRB relied on, and keep your photo and signature trail ready. If the RRB will not listen, the Central Administrative Tribunal can examine the decision; a case there usually takes several months.

Is this your situation?

  • Your RRB NTPC or Group D candidature was cancelled after document verification for a photo, signature or biometric mismatch
  • The thumb scan or face match failed at the CBT, PET or DV venue and you were told the matter would be examined
  • You received a show-cause notice saying you or someone else may have impersonated you
  • Your name is missing from the final panel and the only reason given is identity verification
  • You have been debarred from all RRB examinations for two years or for life
  • You have already joined and the railway now says your thumb impression does not match the exam records
  • A police complaint or FIR has been mentioned in connection with the mismatch

In short

  • A flag is not a finding. A failed thumb scan or a face match below the machine's threshold only starts a check; the RRB still has to decide on the facts.
  • Reply to every notice in writing and on time. Silence is usually read as an admission, and a debarment order passed after you stayed quiet is much harder to undo.
  • Ask for what they compared. Before you answer, ask which photo, which signature and which fingerprint record the RRB says does not match yours.
  • Build a photo and signature trail. Collect every admit card, ID card and old application printout that shows how your face and signature have looked over the years.
  • Keep the criminal side separate. If impersonation is alleged and an FIR is possible, get advice before you sign any statement.
  • The tribunal is the forum for railway candidates. An RRB rejection is a recruitment matter for a central government post, so the Central Administrative Tribunal hears it.

What a mismatch flag actually means

Railway Recruitment Boards now check identity at almost every stage. The live photo you captured while applying, the signature you uploaded, the Aadhaar authentication many candidates completed on the application portal, the thumb impression and face capture at the exam centre, and the fresh biometrics at document verification are all compared with one another. A mismatch at any one of these points can stop your file.

The machine does not decide that you cheated. It only reports that two records did not match closely enough. After that, an officer at the RRB looks at the papers and either clears you, calls you for a closer check, sends the specimens to an examiner, or cancels your candidature. What you write and produce in that window matters more than anything that happens later.

Most candidates first hear about the problem in one of three ways: an officer at the DV counter tells them their biometric failed and asks them to give a written statement; the result notice shows them as "rejected" or "withheld" without much explanation; or a show-cause letter arrives, sometimes months later, alleging impersonation. Each of these needs a different response, and this guide takes them in turn.

RRB disqualification for photo mismatch: what the notice allows

Every Centralised Employment Notice (CEN) for NTPC and Group D carries a set of conditions on photos, signatures and identity. Recent notices require a live photo captured through a webcam or phone camera while applying, and they say that a photo of a printed or saved picture leads to rejection. They also warn that candidature can be cancelled at any stage, even after appointment, if the identity of the candidate is in doubt or information is found to be false. Read the version of these clauses in your own CEN, because the wording shifts a little from one notice to the next.

The same notices set out the penalties. Impersonation, or using an impersonator, carries a lifetime ban from all RRB examinations and from railway appointments, and the RRB can take legal action. Suppressing facts or producing forged documents leads to rejection and a ban from RRB exams for two years. Multiple applications for the same post that differ in photo, community or documents can attract a ban for a stated period or for life. These terms are part of the contract you accepted when you applied, and tribunals give them real weight.

That said, an RRB disqualification for photo mismatch still has to rest on facts. The notice gives the RRB power to reject a candidate whose identity is genuinely doubtful; it does not let the board treat every poor match as fraud. Where the RRB has not told the candidate what was compared, has not looked at the explanation, or has jumped straight to a lifetime ban, the decision is open to challenge. The Supreme Court has held, in the context of blacklisting (Gorkha Security Services, 2014), that a person facing debarment must be told in advance what action is proposed and why. The same reasoning is regularly pressed in exam debarment cases.

Ordinary reasons a face, thumb or signature stops matching

In our experience, genuine mismatches fall into a handful of patterns. The face changed: weight gain or loss, a beard grown or shaved, spectacles, a hairstyle, or simply a gap of two or three years between the application photo and the DV. Group D notices often take a long time from application to DV, and a nineteen-year-old applicant can look noticeably different at twenty-two.

Fingerprints are less stable than people think. Candidates who work as masons, farm labourers, painters, mechanics or tailors often have worn ridges. Cuts, burns, dry or cracked skin, eczema, henna and even a long day handling cement can make a thumb scan fail. Aadhaar biometrics captured when the candidate was a child, and never updated, are another frequent cause.

Signatures drift too. Many candidates sign in Hindi on some papers and in English on others, or switch from a full name to initials. Recent notices insist on a running-hand signature and reject block capitals, so a candidate who signed in block letters at application and in running hand at DV may find the RRB treating them as two different people. None of this is fraud. But you have to show it, with paper, rather than simply say it.

What to do in the first ten days after a mismatch flag

Time limits in show-cause notices from RRBs are often short, sometimes seven to fifteen days. Work through these in order.

  1. Write down what happened at the counter

On the same day, note the date, the stage, the names or designations of the officers, what they told you and what you signed. Memory fades fast and the RRB's note of the event will be the only record if you do not make your own.

  2. Get a copy of anything you signed

If you gave a written statement at DV, ask for a photocopy or at least photograph it with permission. If the officer refused, mention that refusal in your later reply.

  3. Ask for the basis of the flag

Write to the Chairman of your RRB asking which photographs, signatures or fingerprint records were compared, and whether any expert report exists. You can also file an RTI application for your own records; keep it short and specific.

  4. Collect your trail of photos and signatures

Gather admit cards from earlier exams, school and college ID cards, the Aadhaar letter, PAN, bank passbook, and any printout of your RRB application. Arrange them by year so a reader can see your face and signature change gradually.

  5. Fix the biometric cause if there is one

If your fingerprints have worn or your Aadhaar biometrics are old, get them updated at an Aadhaar Seva Kendra and keep the acknowledgment. A short note from a dermatologist about worn ridges or a skin condition helps more than a long explanation.

  6. Reply to the show-cause in writing

Answer each point. Say what you did, attach the trail, and ask for a personal hearing or a fresh biometric check in the presence of officers. Keep the tone factual; anger reads badly on file.

  7. Keep proof of sending

Send the reply by Speed Post and email if the notice allows it, and keep the receipt and a full copy of everything sent. If the RRB later says no reply was received, these receipts are your answer.

If you have only seen the word "rejected" on a result notice and received no letter, write to the RRB anyway asking for the reason. A reasoned refusal is easier to challenge than silence, and the letter itself shows that you acted promptly.

Impersonation allegation: when the matter turns criminal

An impersonation allegation is the most serious version of this problem. If the RRB believes that someone else sat the CBT or PET in your place, it can debar you for life and lodge a police complaint. Cheating by personation is an offence under Section 319 of the Bharatiya Nyaya Sanhita, and forged papers bring in the forgery sections. Since June 2024, the Public Examinations (Prevention of Unfair Means) Act, 2024 also applies to RRB exams; it treats impersonation as unfair means and carries prison terms of three to five years and a fine for individuals.

This means you are now dealing with two tracks. One is your candidature, which the RRB and then the tribunal decide. The other is a possible criminal case, which the police and the criminal courts decide. A statement you write to save your candidature can be used in the criminal case. Before you sign anything that explains who sat which exam, or that admits any part of the allegation, take legal advice.

If an FIR is registered, think about anticipatory bail early and keep the candidature challenge moving at the same time. An acquittal later helps, but it does not automatically restore the job; see our guide on whether an employer can refuse a job after acquittal. Remember too that any future attestation form will ask about this FIR, and leaving it out creates a second, separate problem.

Signature mismatch RRB cases: the handwriting question

When the dispute is about a signature, the RRB sometimes sends the specimens to a government handwriting examiner. The examiner compares the signature on your application, the attendance sheet at the CBT and the signature you made at DV. If the report says the writer is different, the board will treat it as strong evidence, and so will the tribunal.

Ask for a copy of that report. A conclusion reached on a single signature, or on a poor scanned copy, is weaker than one reached on several originals. If the report is against you, a private examiner's opinion can be filed, but tribunals tend to prefer the government examiner unless the private report points to a clear flaw, such as the wrong documents being compared. Give the examiner a fair set of your own admitted signatures from different years.

For future applications, settle on one signature and use it everywhere: in running hand, in the same script, in black ink. That alone avoids many signature mismatch RRB problems.

RRB biometric mismatch at the exam centre or DV

An RRB biometric mismatch at the CBT usually does not stop you from writing the exam. The agency marks the record and the RRB looks at it later. At DV, the officers normally try a second finger, retake the photo, and compare your face with the admit card and the CBT capture by eye. If all of that fails, they take a written statement and keep the file aside.

What helps at this point is an independent way to link you with the exam: your Aadhaar authentication, the CBT attendance sheet with your thumb impression and signature, the exam-day photo, and a fresh thumb impression taken in front of officers for expert comparison. You can ask for that comparison in writing. Candidates who ask for a proper check, rather than arguing at the counter, generally come across better on file.

If the board refuses to do any further check and simply cancels the candidature, that refusal becomes an argument in your favour before the tribunal.

Two practical tips from Advocate B.K. Singh

The first thing Advocate B.K. Singh asks a candidate in this position is to bring every photograph of themselves that an authority has ever stamped or printed: school leaving certificate photos, old admit cards, the hall ticket from an earlier SSC or state exam, college ID, the bank passbook. Laid out on a table in date order, these do more than any affidavit to show that the face in question has always been the same person. He asks for originals, not phone photos of them.

His second tip is about the reply. Do not blame the cyber cafe, the agent who filled your form or the exam agency unless you can prove it. A vague story that someone else uploaded the wrong photo invites the question of whose photo it was. If an error genuinely happened, explain it with the receipt or message that shows it; if you do not know why the scan failed, say so plainly and ask for a fresh check.

Documents to gather before you reply or file

RRB papers

  • The CEN and any corrigendum, especially the clauses on photo, signature and identity
  • Your application printout and registration number
  • Admit cards and call letters for CBT, PET and DV
  • The result notice showing your status, with a screenshot of the web page
  • The show-cause notice, cancellation letter or debarment order
  • Any statement you signed at DV, or your own note of it

Identity trail

  • Aadhaar, PAN, voter ID and passport if you have one
  • Aadhaar biometric update acknowledgment, if you updated
  • School and college ID cards, mark sheets with photos
  • Admit cards from other recruitment exams over the years
  • Ten to fifteen admitted signatures from different years and documents

Proof of the ordinary cause

  • Dermatologist's note on worn fingerprints or a skin condition
  • Medical papers for any injury to the hand or face
  • Photos showing a weight change or beard, with dates
  • Messages or receipts from the cyber cafe if the error was theirs
  • Speed Post receipts and copies of every letter you sent

RRB debarment: how long it lasts and where it follows you

RRB debarment orders are usually for two years or for life, depending on whether the board treats the matter as suppression of facts or as impersonation. They cover all RRB examinations, not only the one you sat, and a lifetime order also bars railway appointments. Once passed, they stay on record unless the RRB withdraws them or a tribunal sets them aside.

The order can resurface elsewhere. Many application forms and attestation forms for central jobs ask whether you have ever been debarred by any recruiting body. An unchallenged order means you will have to answer "yes" and explain it each time. So even if you have given up on this particular railway post, it is often worth challenging a debarment that was passed unfairly.

Check the date of the order carefully. The one-year limit for going to the tribunal under Section 21 of the Administrative Tribunals Act runs from the final order, and repeated letters to the RRB do not stretch it. If you are already late, read about asking the tribunal to condone delay.

A made-up example: a Group D candidate from Gaya whose thumb would not scan

Here's a made-up example. Ravi, 24, works with his uncle as a mason in Gaya and has cleared the CBT and PET for a Level 1 post. At DV, his right thumb fails three times and his left thumb once. The officer takes a written statement, and two months later Ravi is shown as "candidature cancelled" with a note that his identity could not be established.

Ravi writes to the RRB within a week asking what was compared. He attaches a dermatologist's note on worn finger ridges, his Aadhaar biometric update slip, his photo-bearing admit cards from two state exams, and his school leaving certificate. He asks for his thumb impression to be taken again in front of officers and compared with the CBT attendance sheet by an examiner.

The RRB does not reply for four months. Ravi files an Original Application before the CAT bench covering the RRB. The tribunal issues notice and, at the next hearing, the railway's counsel says the board is willing to hold a fresh verification. The tribunal records that and disposes of the case with a direction to decide within a fixed period. The result could have gone the other way if the examiner had found a different writer; the point is that Ravi had built a file that deserved a proper check.

Where the case is filed, and which bench

RRB recruitment for NTPC, Group D (Level 1), ALP and similar posts is recruitment to central government posts in the Railways. Disputes go to the Central Administrative Tribunal under Section 14 of the Administrative Tribunals Act, by an Original Application under Section 19. You cannot normally go straight to the High Court, because the tribunal is the first forum for these matters.

Rule 6 of the CAT (Procedure) Rules lets you file where the cause of action arose, even in part. Candidates mostly file at the bench whose territory includes the RRB's office, for example the Patna Bench for RRB Patna or the Allahabad Bench for RRB Prayagraj. Where part of the cause of action arose where you live, another bench may also be possible; check this with your lawyer before filing, because the wrong bench means delay.

Our page on RRB and RRC candidate cases before the tribunal sets out the wider picture, including how these cases move. The criminal side, if any, stays in the regular criminal courts, and a petition to quash an FIR goes to the High Court under Section 528 of the BNSS.

Rough time and cost for a mismatch challenge

StageTime it usually takesCost in general terms
Your written reply and request for recordsOne to two weeks of your own workPostage, photocopies, an RTI fee of Rs 10 if you file one
Aadhaar biometric update and doctor's noteA few days to three weeksAadhaar's prescribed update charge and the doctor's consultation
Waiting for the RRB's decisionOne to six months, sometimes longerNothing beyond follow-up letters
Original Application before CATDrafting two to three weeks; first hearing often within a few weeks of filingTribunal fee is nominal (Rule 7 of the 1987 Procedure Rules fixes Rs 50; confirm with the registry before paying), plus paper book copies; the lawyer's charges are settled with you in writing
Interim prayer for provisional participationCan be heard at the first or second listing if the next stage is closePart of the same application in most cases
Final decision of the tribunalSix months to two years depending on the bench and the department's replyFurther hearings; lawyer's fee is discussed at the first meeting and agreed stage by stage

Interim relief while the panel moves on

The difficulty with recruitment cases is that the process does not wait. Medical exams, panels and appointment letters go ahead while your case is pending. The tribunal can, under Section 24 of the Act, allow you to take part provisionally in the next stage, or direct that one post be kept unfilled, if you show a strong case, a real risk of harm and that the balance of convenience is with you. Our page on interim orders from the tribunal explains the test.

Tribunals are cautious about holding up a whole panel for one candidate. A narrow request, such as permission to appear in the medical exam subject to the outcome, is more likely to be granted than a stay of all appointments. Ask for what you actually need.

When a challenge is unlikely to help

Be honest with yourself before you file. If someone else did sit the exam for you, or you applied twice with different photos to improve your chances, the tribunal will not help, and a case will only add costs and draw attention to the criminal side. If your application was rejected for a photo that plainly broke the portal's rules and the RRB applied the same rule to thousands of candidates, a challenge is usually weak unless you were treated differently from others.

A case is worth considering where the cause of the mismatch is ordinary and provable, where the RRB did not give you a chance to explain, where it ignored the material you sent, or where it imposed a lifetime ban without saying why it believed impersonation had taken place. Our guide on testing a recruitment rejection before filing walks through that assessment. If your trouble is with the railway medical rather than identity, see railway medical categories and the vision test.

This week's checklist

  • Write your own note of what happened at the CBT, PET or DV counter
  • Find the exact clause in your CEN on photo, signature and identity
  • Send a letter to the RRB Chairman asking what was compared and why
  • Collect at least five photo-bearing documents from different years
  • Get your Aadhaar biometrics updated if the fingerprint was the problem
  • Draft a short, factual reply to any show-cause notice and keep the postal receipt
  • Do not sign any explanation about who sat the exam without legal advice
  • Note the date of the final order so the one-year limit is not missed

Getting advice on your papers

Bring the CEN, every RRB letter and your identity trail to the first meeting, or send scans for an online consultation if you are outside Delhi NCR. Fees are discussed at that meeting and agreed in writing, stage by stage. If your file also involves a tribunal application under Section 19, we will tell you plainly whether it is worth filing.

To have your RRB letters and your reply looked at, or to hear about changes in RRB rules, contact Advocate B.K. Singh.

Frequently asked questions

My RRB result says candidature cancelled but gives no reason. What should I do first?

Write to the Chairman of the RRB asking for the reason and the records relied on, and keep the postal receipt. A reasoned order is easier to challenge, and your prompt letter shows you did not sit on the matter. You can also file an RTI application for your own records.

Can the RRB cancel my candidature for a fingerprint mismatch alone?

It can withhold your result and examine the matter, but a cancellation should rest on a proper check, not only a machine reading. If your fingerprints are worn or your Aadhaar biometrics are old, show that with papers and ask for a fresh comparison in front of officers.

Is a lifetime RRB ban for impersonation final?

It stays in force unless the RRB withdraws it or the tribunal sets it aside. If it was passed without telling you the evidence or hearing your side, it can be challenged before the Central Administrative Tribunal within one year of the order.

Will an impersonation allegation lead to a police case?

It can. The RRB may file a complaint, and the offence falls under the BNS and the Public Examinations (Prevention of Unfair Means) Act, 2024. Take legal advice before you give any written statement, because it can be used in the criminal case as well.

Do I go to the High Court or the CAT against an RRB rejection?

The Central Administrative Tribunal. Railway posts filled through RRBs are central government posts, so recruitment disputes about them start at CAT. The High Court comes in only later, by a writ against the tribunal's order.

My photo was taken three years before DV and I look different now. Is that a valid reason?

Yes, if you can show it. Bring photo-bearing documents from across those years so the change can be seen as gradual. A note about weight loss or illness, with dates, also helps.

Can I take part in the medical exam while my case is pending?

The tribunal can allow provisional participation in the next stage as an interim order, subject to the final outcome. It is more willing to grant a narrow request like this than to stop the whole recruitment.

I already joined and now the railway says my thumb impression does not match. Can they remove me?

They can act, but they must give you notice and a fair chance to answer, and once you are a regular employee a proper inquiry is usually needed. Ask for the comparison report and reply in writing before the deadline.
